Saddam Hussein's recent actions were believed to have included an attempt to bribe the Yemenis to close the Bab al Mandab straits at the southern end of the Red Sea, thus provoking a quarrel over navigation with both Israel and Western powers. It was also said that Iraq had offered money to Egypt to stay otrt of the crisis (an offer subsequently confirmed by President Mubarak, who had given the proposal an emphatic rejection). Jordan's show of support for Iraq's accusations posed a further worry.

A pitch was also made for additional financial help, accompanied by an attempt to exploit Saudi Arabia's known irritation at Kuwaiti overproduction of crude and to make common cause on this issue. The upshot was to raise Saudi wariness of Iraq, though with no clear indication of where Saddam Hussein's predicament and ambition would lead him next. His mounting sense of grievance against Kuwait was evident, but there was nothing to indicate that this would be expressed in any form beyond an economic and diplomatic squeeze.
