Most of the episcopal appointments were to regions in Italy, Hungary, Poland, Scandinavia, Ireland, and the French Midi. The monastic contingent was preponderant in Germany, alongside a number of academics, while France received as legate Cardinal Robert Courcpn, a man with very close ties to the pope and to the University of Paris. In England, where the conflict between the papacy and King John over the succession to the archbishopric of Canterbury was just entering its final phase, selection favored the scholars.
He argued that "support for the Holy Land would be much impeded or delayed, if it were necessary for everyone to be examined before taking the cross," but he was well aware that many would assume the cross who would not be suitable crusaders. He welcomed their participation. He ordered that trunks should be placed in the churches to collect offerings for the crusades. There were to be three keys, one entrusted to an honest priest, one to a layman, and the third to a religious. He eased financial pressures on crusaders—and perhaps also attempted to remove a cause for previous anti-Semitic persecution—by recommending to secular authorities that Jews should be compelled to forego interest on loans owed by crusaders.
